WP01 The current state and predictable future of agricultural liberalization

Objectives:
The main objective of WP01 is to provide a complete assessment of the current intensity of trade and trade distortions in agriculture in the EU and in its main trading partners. This assessment will consider at-the-border interventions (shallow integration) and part of the behind-the border interventions (deep integration). More precisely, it will include a quantification of the importance of traditional tariff barriers and domestic support programs. A comprehensive review of intervention programs in the biofuel sector will be provided. Another objective is to provide a picture of liberalization scenarios in agriculture in the EU and in its main trading partners in the near future (10 years). It will include multilateral trade liberalization as well as predictable regional agreements and preferential schemes. The ultimate objective is to provide policy scenarios that will be used in WP02 and WP03. Finally, the current level of distortions will be systematically compared to the one prevailing a few years ago in order to assess the degree to which agricultural systems have been recently liberalized.
